Here’s a recent Leitrim County Council video outlining the quality of life that can be had in the county. I’ve lived in Leitrim (ex Dublin) since 2003 and can vouch for the excellent quality of life here.

There are excellent opportunities for Businesses, Tech Companies and Artists in particular in Leitrim. The broadband and infrastructure is much improved in recent years.  Excellent financial and mentoring support is also available to startup/re-locating companies from the likes of Leitrim Enterprise.
